BRUSSELS, October 23 (Itar-Tass) — The EU leaders formed a European “economic government” whose role will be fulfilled by regular summits of the euro zone, says the draft of a final statement by the summit, received by Itar-Tass.

EU president Herman Van Rompuy will perform speaker functions of this institute till the election of its chairman in May 2012.
