CAIRO, September 25 (Itar-Tass) —— Two blasts in the Iraqi city of Kerbala killed at least 12 people and wounded 30 others outside a local government building, local media quoted police as saying on Sunday.

The second blast occurred when security personnel and people around began to evacuate the dead and help the wounded.
