SYKTYVKAR, August 25 (Itar-Tass) — The Komi Republic steps up implementing the programme for modernising the public health system, Itar-Tass learnt on Thursday at the republican administration.

As many as 47 medical establishments are now under repairs, while three facilities have been completely repaired. All in all, 95 medical establishments and facilities will be overhauled in 2011.

The programme for fitting out hospitals with all necessary equipment was launched last May. It is planned to purchase 2,732 units of equipment to the tune of 1.33 billion roubles, including 1.18 billion roubles from subsidies of the federal Fund for mandatory medical insurance.

In line with the modernisation programme, authorities introduced standards of medical aid from June 1, approved by orders of the Russian Ministry of Health and Social Development in case of apoplectic strokes of all types and serious pneumonia. A total of 135 patients have been already treated under these standards, and medical establishments spent over two million roubles for such treatment.

The republic organised introduction of a register of medical personnel at outpatient departments and set up a system of additional payments for medics under additional agreements between medical establishments and medical insurance organisations.

For instance payments are provided for, above all, to those who render directly aid to patients – doctors, medical personnel, medical workers of paraclinic services and reanimatologists. The budget appropriates near 37 million roubles for this item of expenses from April. All in all, 512.38 million roubles are planned to raise salaries to medics from the Fund of Mandatory Medical Insurance in 2011-2012.

“Changes to be made in the republican health system in connection with the sector’s modernisation over the next few years should have a qualitative influence on demographic figures and indicators of population’s satisfaction with medical assistance,” Komi head Vyacheslav Gaizer told Tass. “Our main tasks are consolidation of material base of medical establishments as well as introduction of sophisticated information systems and standards of rendering medical aid.”
