KIEV, May 23. /TASS/. Holding local elections in Donbass until the end of 2016 is impossible, while the possibility of organizing them in 2017 also remains under question, expert at the Contact Group’s political subgroup Olga Ayvazovskakya said in an interview with Liga news agency published on Monday.
"There are no prospects to organize election there this year. Talking about 2017, it is difficult to say because there are many unpredictable components," Ayvazovskakya said. "Elections can be organized only when all preconditions are implemented, including in the sphere of security (physical, informational and political)," she added.
The expert noted that there are technical obstacles for future electoral process in Ukraine’s east. "State register, voters lists, return of Ukrainian parties and media to temporarily occupied territories - the resolution on each of these aspects has its own timeframe. For instance, if we are talking about media, there is also a technical component apart from political will - it is important to restore infrastructure which would ensure distribution of Ukrainian signal," she explained.
Local election in Donbass is envisaged by the Minsk accords signed on 12 February 2015, after negotiations in the Normandy format in Minsk.
