Passing of law on elections without consent of Donetsk, Luhansk to violate Minsk accords

According to the Chairman of the DPR People’s Council Andrey Purgin, by its actions Kiev is trying "to report back to Europe" and "to deceive the European Union"

MOSCOW, July 1. /TASS/. Kiev will once again ignore the Minsk accords, if it passes the law on local elections without consultations with the self-proclaimed republics of Donetsk and Luhansk (DPR, LPR), Chairman of the DPR People’s Council Andrey Purgin said on Wednesday.

"Ukraine once again ignores the Minsk agreements, it is drafting its own laws, without coordinating them with us, even though this is envisaged in the Package of Measures [for the Implementation of the Minsk Agreements] of February 12," the Donetsk news agency quotes him as saying. "The Package of Measures stipulates the need to coordinate the amendments to the Constitution, to the laws on the local elections, on the municipal police and others. Which means that all decisions must be coordinated with us, but this is not happening."

According to Purgin, by its actions Kiev is trying "to report back to Europe" and "to deceive the European Union".

The self-proclaimed Donetsk and Luhansk republics sent their package of proposals for a political settlement in the Donbas region to Kiev on June 25. It concerns draft amendments to Ukraine’s Constitution, the draft law on local elections in Donbas, the draft amendments to Article 10 of the law on the special order of local self-government.
