MOSCOW, February 11 /TASS/. Everybody, including Kiev, understands the need of decentralizing power in Ukraine, Russia’s Ambassador to EU Vladimir Chizhov said in an interview aired by the Rossiya-24 TV news channel on Wednesday.

"I very much hope and believe in that," Chizhov said when asked whether he expected the Minsk summit to be successful.

"Naturally, it’s neither me nor anybody that can give a one hundred percent guarantee. There are four people involved in the process. Their number will increase if the interests of the DPR and LPR are taken into account," Chizhov said.

"They are certainly avoiding the term ‘federalization’ during their discussions," he added.
