MOSCOW, November 18. /TASS/. Independent human rights activists have confirmed the use of prohibited ammunition, including incendiary and cluster bombs, against civilians in the south-east of Ukraine, so the international community must press for an investigation, the Russian Foreign Ministry’s commissioner for human rights, democracy and rule of law, Konstantin Dolgov, says in his microblog in Twitter.
Human Rights Watch has published a report entitled Incendiary Weapons: Recent Use and Growing Opposition, Dolgov said.
“It has been confirmed that incendiary rockets were used in Ilovaisk and the village of Luhanskoye, in the south-east in August and October 2014,” he said.
“This points to evidence of another violation of international humanitarian law and of the fundamental right to life,” he said.
Dolgov recalled that earlier Human Rights Watch identified the instances of cluster bombs being used against civilians in the south-east of Ukraine.
“There is plentiful evidence the Ukrainian military and National Guard battalions were responsible,” the diplomat said. “The international community must press for an investigation of the use of incendiary weapons, cluster and phosphorus ammunition in the densely populated regions of the south-east,” he said.
