OSCE calls on Trilateral Contact Group to make new humanitarian steps before New Year

On December 12, the LPR transferred 42 detainees to Kiev

KIEV, December 13. /TASS/. Special Representative of the OSCE Chairperson-in-Office in Ukraine and in the Trilateral Contact Group (TCG) Martin Sajdik welcomed the transfer of detainees from the self-proclaimed Donetsk and Lugansk People's Republics (DPR and LPR) to the Ukrainian side and insists on the execution of new steps in the humanitarian sphere before the New Year, the special representative’s office told TASS on Thursday.

"On the eve of the upcoming New Year and Christmas holidays, I especially call upon the Russian Federation and Ukraine as members of the Trilateral Contact Group to make all efforts to find solutions in the spirit of humanity for numerous remaining open issues, in particular in the humanitarian sphere," Sajdik noted.

He welcomed the displacement of tens of prisoners from the LPR and DPR to the territory controlled by Ukraine that was carried out in the last two days. "They will all serve their sentence in penitentiary institutions on the territory controlled by the government of Ukraine. I once again express my deep appreciation to the sides for their constructive efforts. Convicted persons have received the possibility of serving the remaining term of their sentence closer to their families and relatives," the OSCE representative said. Sajdik expressed hope that "both transfers will serve as a confidence-building measure and help increase trust among the sides for our future common work."

An agreement was signed to transfer the detainees to the Ukrainian side, which were convicted before the 2014 events and were held in detention facilities on the territory of the Donbass republics, at a meeting of the Trilateral Contact Group in Minsk on December 4. Kobtseva earlier noted that this procedure was not stipulated by the Package of Measures for the Implementation of the Minsk Agreements, but is a humanitarian issue which needs solution.

On Wednesday, December 12, the LPR transferred 42 detainees to Kiev for further service of their sentences in Ukraine's detention facilities, and on Thursday the DPR made a similar step by transferring 13 detainees to the Ukrainian side. The DPR also stated readiness to transfer about 40 more convicts in January 2019.
