Russian diplomat blames US, EU for Kiev’s non-fulfilment of Minsk accords

A similar situation, in his words, has emerged around elections in Donbass

UNITED NATIONS, October 31. /TASS/. Russia’s Permanent Representative to the United Nations Vasily Nebenzya has placed the blame for Kiev’s non-fulfilment of the Minsk agreements on the European Union and the United States.

"It is you - the European Union and the United States - who are to blame for the fact that the Ukrainian authorities are dodging implementation of the Minsk agreements," he said at a meeting of the UN Security Council on Tuesday. "The European Union and the United States keep on saying that the anti-Russian sanctions will be lifted when the Minsk agreements are implemented. But since it is the current Kiev authorities that are not implementing these agreements, such a position can be interpreted as an invitation to Ukraine to go on dodging the implementation of the Minsk agreements once it will be Russia who will be paying for that. So, Kiev is glad to use that."

A similar situation, in his words, has emerged around elections in Donbass. "Kiev is doing nothing to implement political provisions of the Minsk package, including the ones on elections, but is protesting when people in Donetsk want to fill the vacuum of power after the death of [DPR’s head Alexander] Zakharchenko," he added.

He also criticized Western nations for exaggerating the issue of elections in Donbass, while, at the same time, turning a blind eye to a rapid surge of ultra-nationalism in the country.

"You prefer not to notice this," Nebenzya told his colleagues. "You have let the genie out of the bottle, and you are reluctant - not to say unable - to put it back."

"You have issued a carte blanche to the Ukrainian government and turn a blind eye to everything that happens there," Nebenzya said.
