Vape excise to limit spread of alternative smoking — finance ministry

The Russian Finance Ministry suggested introduction of excises on vapes and vape liquids starting 2017 in its draft fiscal policy guidelines for 2017-2019

MOSCOW, October 6. /TASS/. Excises on vapes and vape liquids will make it possible to prevent growth of alternative kinds of smoking, Russia’s Deputy Finance Minister Ilya Trunin said on Thursday.

The Russian Finance Ministry suggested introduction of excises on vapes and vape liquids since 2017 in its draft fiscal policy guidelines for 2017-2019.

"[We suggest introducing the excise] on vapes since 2017. There is no statistical data available on additional revenues but it will provide some. Clearly that smoking is moving from one segment to another. If we do not set excises, we will lose money, although the phenomena will not disappear," the official said.

The Finance Ministry also suggested a 10% increase of excises on tobacco products in 2017 and 10% year-on-year increments in 2018-2019, Minister Anton Siluanov said earlier.
