Top justice says ECHR ruled Russia pay 2.5 mln euro for violating prisoner rights in 2018

That amounts to from 4,000 to 5,000 complaints, Vladimir Khamenkov said

MOSCOW, November 29. /TASS/. Russian courts receive from 4,000 to 5,000 complaints about the conditions in detention facilities every year, Vladimir Khamenkov, Chairman of the Russian Supreme Court’s Judicial Chamber on Civil Cases, said at the court’s plenary session.

According to Khamenkov, the issues at hand involve detention facilities, pre-trial detention centers, remand prisons, incarceration and transportation conditions of individuals detained for administrative offenses.

"About 50% of the motions concerning incarceration conditions have been satisfied. Every year, courts rule to pay out compensation to the tune of about 70 mln rubles (926,000 euro)," he said.

He explained to a TASS correspondent that in 2017 that figure amounted to 76 mln rubles, while in the first half of 2018 that came to 35 mln rubles. "As a rule, the issue at hand is compensating moral damages," Khamenkov noted.

"In addition, the European Court of Human Rights ruled in 2018 to pay compensation on such complaints totaling 2,582,000 euro," he said.
