The All-Russia People’s Front (ONF) will convene for a founding congress at the Moscow exhibition hall Manezh on Tuesday. According to the draft charter, ONF will cease to admit public organizations and movements in its ranks, focusing attention on individual membership. The All-Russia People’s Front intends to create a special body, which will supervise whether the government and United Russia did not violate the presidential decrees and did not move in the bills unpopular among people.
The ONF main task is to develop the senses in the settlement of the most important problems of the society, the Nezavisimaya Gazeta daily cited the Kremlin as saying. The supreme body of the movement will be a congress, which will meet no rarer than once in two years. President Vladimir Putin will be elected as ONF leader. The next stage in the ONF leadership is the Central Headquarters with three co-chairpersons, which represent United Russia, Rodina and Patriots of Russia in the helm of it. The governing bodies of these parties are offered to nominate their representatives. A Just Russia will not be given a place in the ONF leadership, though they can work in regional offices of the front.
The ONF leadership will be absolutely collegial, the Kremlin noted, “The leftists will be represented by the trade unions, the rightists - representatives of the business entities. Each representative should see in the ONF leadership people, whom he is more comfortable to work with.”
The membership in ONF will be individual, heated debates have been waged in the front over this issue up to the last moment of time.
After the congress ten centres for the monitoring of the situation in the country will begin working in the movement in order “to develop the senses”, as the Kremlin put it. These centres will monitor the situation in the health care system, the housing and public utility sector, roads, migrants, ecology and etc. One of centres will engage directly in the problems of business and entrepreneurship. The Kremlin noted that the movement is not political, but public. The Kremlin noted that no stratus of the society will be neglected.
Each region will form the offices, which will work on a non-partisan basis in particular.
The Kremlin hopes that the movement will turn in a certain permanent direct line of the president. The mechanism of the fulfilment of the ONF ideas: a report to the president, the instructions of the president and the fulfilment at the level of the government and lawmakers.
According to the draft charter, which will be approved at a founding congress on June 11-12, ONF will cease to admit public organizations and movements in its ranks, focusing attention on individual membership, the Izvestia daily reported.
Now each person, who wants to join the movement, is to sign a declaration, in which he agrees with the guidelines and goals of the movement.
Coordinator of the ONF People’s Club, political expert Dmitry Orlov believes that thanks to a new admission system of new members ONF tries to attract more faithful people, who are really interested in the work of the organization. “ONF wants to see in its ranks personal members, which it can rely on. The movement will not lose its massive nature and it will be comparable to federal parties in terms of the number of participants,” the political expert explained.
Over 2,000 organizations, including 173 federal organizations and 1,941 regional and interregional organizations, including the union of motorists “Freedom of Choice”, the Russian Union of Industrialists and Entrepreneurs, as well as the labour staffs of JSC Russian Railways and Post of Russia, are working in ONF in the format of ‘free joining’.
The special ONF body - People’s Control - will supervise whether the Cabinet and United Russia did not violate the presidential decrees and did not move in the bills unpopular among people, the newspaper noted. An expert group called People’s Control will be formed at a founding congress, which will be held in Moscow on June 11-12, sources in ONF told the Izvestia daily. This expert group will supervise how the government fulfils the presidential decrees, will give an expert assessment to legislative initiatives of the ruling party and will supervise whether local officials respond timely to the complaints, which are coming to the ONF reception office from ordinary people.
The political experts noted that ONF, which positions itself as Vladimir Putin’s movement, decided to control the structures, which Dmitry Medvedev officially heads, namely the government and United Russia. Thus, ONF tries to prove that it is turning in the main political representative of the state authorities as they are, political expert Stanislav Belkovsky said.
“ONF actually does not conceal that the United Russia brand is discredited. At the same time the pressure on Dmitry Medvedev’s government and personally the prime minister, who is the chairman of the party, is growing. So, the ONF representatives will use all accessible mechanisms, including such control to prove that Medvedev’s party is not exclusive and it will need the replacement for next general elections,” the political expert noted.
