STRELNA, March 16. /TASS/. Russian President Vladimir Putin has started negotiations with Kyrgyz President Almazbek Atambayev in the Konstantinovsky Palace in Strelna, near St. Petersburg.

This is the second meeting of the leaders since the beginning of 2015.
