UNITED NATIONS, January 29. /TASS/. Ukrainian authorities are evading direct dialogue with the self-proclaimed Donetsk and Luhansk People’s Republics in every way possible, since Kiev has obviously taken course at suppressing the insurrection in the southeastern regions by force and at stymieing them, believes Vitaly Churkin, the Russian ambassador to the UN.

As he spoke at a session of the UN Security Council, he called for launching "an inclusive political process" in Ukraine that would envision debates on the constitutional reform.

"We’re confident the real results of settlement can be achieved only through a direct dialogue between Kiev and Donetsk/Luhansk and that’s something the Kiev authorities have been evading all the time," he said. "They have apparently taken the course at suppressing southeastern regions by force stymieing them.".
