BRUSSELS, November 17. /TASS/. The European Union begins to understand that Kiev is not implementing reforms its has promised to conduct, Russia’s Permanent Representative at the European Union Vladimir Chizhov said on Monday.

The European Union’s foreign ministers on Monday had a regular meeting in Brussels, with the situation around Ukraine dominating the agenda.

“If it can be interpreted as a positive thing, the European Union’s ministers augmented signals to Kiev concerning reforms. Obviously, they are aware that no reforms are being implemented in the Ukrainian capital, including those reforms Kiev promised the European Union,” Chizhov said, commenting on the meeting’s resolution.

“It says in particular that a national consensus is needed as a basis for intensifying urgent political and economic reforms, including the constitutional reform, decentralization, and so on and including guarantees of rights of national minorities,” he noted.
