An international anti-terrorist operation against the Islamic State group must be carried out either with the consent of national governments or with permission from the UN Security Council, Russia’s UN envoy Vitaly Churkin said at a UN Security Council session.

He added that Russia would regard “all other options” as “illegal and undermining international and regional stability".
