The Tokyo governor said he met the Moscow mayor twenty years after the governors of the two cities had last exchanged mutual visits. Masuzoe confirmed that he and his Moscow counterpart Sergei Sobyanin agreed to resume regular visits so as to strengthen the twin-city relations between Tokyo and Moscow.

During his visit to Russia Masuzoe took part in a summit of the Asian network of major cities (ANMC21) held in Tomsk (southeast Siberia) on September 4.
