The document posted on the Kremlin website on Tuesday instructs the government “to develop and approve a roadmap for establishing a public company, GLONASS, with a 100% state stake, and envisage the elaboration of a strategy for the joint stock company’s development.”
The document is part of the Russian president’s instructions for developing the ERA-GLONASS state automated information system based on data provided by Russia’s GLONASS satellite grouping.
A bill should also be prepared for the establishment and operation of GLONASS Plc to stipulate, in particular, that the firm will act as the operator of the road accident emergency response system and will have the ERA-GLONASS property transferred to its charter capital.
The documents on the operator’s establishment should envisage a possibility for GLONASS to offer navigational services both to state and commercial customers, a possibility to set up joint ventures for the development of additional services and attract investments.
The instruction generally aims to develop a financial model for GLONASS, including an estimate of both budget and non-budgetary costs required for the project implementation and cash flows from the provision of possible commercial services based on the existing infrastructure.
ERA-GLONASS aims to shorten the time when aid arrives in road traffic accidents: in case of a traffic accident, information on a transport vehicle, including its exact coordinates, will be automatically transferred to a control center of the 112 emergency response system, which will dispatch emergency response teams (specialists of the Emergencies Ministry, traffic police and ambulances) to the scene of the accident.
