“Attraction of different groups in protest actions that turn in massive unrest later is the main instrument of society radicalization,” says the draft strategy on counteraction to extremism in Russia up to 2025 which the ministry has submitted to the Presidential Council on Civil Society and Human Rights on Friday.
Deputy head of the Interior Ministry’s main anti-extremism department Vladimir Makarov said at the council’s meeting that a new term of ‘ideology of extremism’ [views and ideas propagating strife and hatred with interethnic, racial, religious, social and political motives appealing to settle territorial, political, social, interethnic, economic, cultural disputes in illegal, including forcible and terrorism-related ways] was introduced in the strategy. “This particularly concerns illegal ways,” the police official said.
