MOSCOW, March 27, /ITAR-TASS/. The Russian government will hold a meeting under the chairmanship of RF Prime Minister Dmitry Medvedev on Thursday to discuss the state of food security in the country in 2013 and its forecast for 2014. The Cabinet press service said that a stable national output of agricultural products and food, raising the level and quality of life of rural population, preservation of natural resources for the agricultural production form the foundation of food security.
In 2013, despite the unfavourable weather effects in 23 regions of Russia and floods in six RF subjects, positive results in the agricultural development had been achieved. As for the current year, in the view of Agriculture Minister Nikolai Fyodorov, the accession of Crimea will make it possible to increase grain harvest in the RF by nearly two million tonnes.
In general, the RF grain harvest in 2013 reached 92.4 million tonnes. In 2014, with taking into account the Crimean grain, this indicator may reach 97 million tonnes, that is, it will surpass the previous expectation by some two percent. In addition, the Russian Agriculture Ministry is currently analysing other agrarian resources of the new region. Thus, Fyodorov said, there are many vineyards and fruit and berry plantations on the peninsula. However, the ministry so far has no exact data.
The Cabinet is to make a decision on the distribution of a number of subsidies for agricultural needs. In particular, subsidies for the partial compensation for expenses of farms linked with the registration of ownership of the land plots they use from the agricultural lands (39.05 million roubles for 63 subjects). For the implementation of the federal target programme “Development of Amelioration of Russian Agricultural Lands in 2014 - 2020” the allocations of 2350 million roubles are planned in 2014, 2246.465 million roubles - in 2015, 2142.09 million roubles - in 2016. Funds for subsidies within the federal target programme “Sustainable Development of Agricultural Territories for 2014 - 2017 and a Period up to 2020” are also planned. The funds will be allocated for the improvement of housing conditions of citizens residing in rural areas (5520 million roubles), for the comprehensive development of social and engineering infrastructure of rural settlements, including for the development of the water supply system - 2020 million roubles, gas distribution network development - 1760 million roubles, the general educational establishments network - 500 million roubles, the network of rural health posts and offices of general practice doctors - 200 million roubles, the network of sports facilities - 150 million roubles, for the implementation of projects of integrated development of compact housing construction sites - one billion roubles. Subsidies worth 95 million roubles are distributed for the grants for the support of local initiatives of citizens residing in rural areas.
In addition, the meeting agenda includes 20 more issues. The government’s press service said that it was planned to discuss measures aimed at the improvement of the business climate in the sphere of urban development. The corresponding report will be delivered by Minister of Construction, Housing and Utilities Mikhail Men. A special roadmap has been developed for the improvement of the legal regulation of the town planning activity and improve the business climate in this sphere. It is necessary to implement a total of 25 measures, including the working out and adoption of nine federal laws, five government resolutions, three departmental acts, as well as ensure the adoption of acts of RF subjects.
In this sphere the government members are also to take a decision on the distribution of a number of subsidies from the federal budget, where the chief controller is the Russian Ministry of Construction Industry, Housing and Utilities Sector. The federal budget for 2014 - 2016 provides for budget allocations for 2014 in the amount of 1354.442 million roubles, for 2015 - 3319.05 million roubles and for 2016 - 3446.65 million roubles. With these funds it is planned to co-finance capital construction of engineering infrastructure facilities in Omsk, the reconstruction of the embankments of the Oka and Orlik Rivers with the strengthening of the bank slope and modernisation of engineering structures and utility networks in Oryol, reconstruction of part of the Yenisei River embankment and development of the adjacent territory in Kyzyl, take emergency landslide control measures on the right bank of the Tom River in Tomsk and renovate the embankment of the Volga River and modernise the utilities networks of Red Square in Cheboksary. In addition, it is planned to finance the reconstruction of water pipelines in Vyazma in the Smolensk region.
The ministers will also discuss a number of amendments to the RF Forest Code. It is planned to approve the model contracts for the lease of a forest plot, which will make it possible to set the requirements to the conditions of contracts for the lease of a forest plot, binding upon the parties. This measure will considerably minimise the corruption factors and will help limit administrative barriers to forest use.
The government members are expected to make decisions on the signing of a number of intergovernmental agreements in the sphere of mutual legal assistance in criminal cases (with South Ossetia), on the provision of legal assistance and information exchange in the sphere of enforcement of judicial acts (members of the EurAsEC), on issues of the return of underage persons (CIS). The ministers will also make decisions on the distribution of subsidies for education, the development of small and medium businesses, energy saving, for barrier free environment for physically challenged people and so on.
