Prosecutor office appeals sentence to former Volgograd region official convicted of fraud

VIOLGOGRAD, January 13. /ITAR-TASS/. The Prosecutor’s Office of the Volgograd region has appealed a sentence passed by the Central District Court upon former deputy head of the regional government Pavel Krupnov as too soft. It also disagreed with the classification of the crime, Oksana Cheredinina, a senior aide to the regional prosecutor, told Itar-Tass on Monday.

“In the court sentence the classification of Krupnov’s actions was changed from taking a very large bribe to fraud, that is, a less serious crime. The court sentenced Krupnov to five years’ imprisonment in a general regime colony,” Cheredinina recalled. “Not denying the fact of taking 17 million roubles, Krupnov assesses his actions as fraud, and the Central District Court agreed with him.”

The court established that Krupnov, who was in charge of the healthcare sphere in the regional government, instructed Igor Pumkin, director of the state institution Construction and Major Maintenance Directorate, and his deputy Aleksei Kramarenko to find a construction company for the major maintenance of the regional clinical cancer detection centre No 1. The cost of the state contract for the building maintenance did not exceed 170 million roubles. The main criterion for the selection was the contractor’s readiness to pass to the officials 10 percent from the contract sum. The OOO Volgstroi that expressed such readiness was selected and in July 2012 a state contract was concluded with it on the instruction of Krupnov. Later, the shrewd official received from the company leadership 17 million roubles.

“In the appeal recommendation the public prosecution requests to overturn the sentence of the first-instance court and pass a new guilty verdict, recognising Krupnov guilty of taking a very large bribe. The prosecutor’s office of the Volgograd region also insists that Krupnov should be sentenced to 11 years in a tight security penal colony, a fine worth 500 million roubles and he also should be deprived of the right to hold positions in bodies of state power and local self-government for three years,” Cheredinina specified.

The regional prosecutor’s office appeal will be considered by the Volgograd Regional Court.

In September 2013, Krupnov’s accomplices Kramarenko and Pimkin were sentenced for taking an extremely large bribe to six and five years, respectively, in a tight security penal colony.
