Putin signs decree on measures to support Russians who enter foreign universities

MOSCOW, December 30. /ITAR-TASS/. Russian President Vladimir Putin has signed a decree on measures to strengthen the personnel potential aimed at supporting people of Russia who entered leading foreign institutions of higher learning on their own. The text of the document is placed on the official Internet portal of legal information.

The Decree stipulates that measures of support are provided for Russians who entered foreign higher learning establishments on a competitive basis. If such students, upon receiving the aid, do not enter a job with a Russian employer, they must return the resources spent on them and pay a fine of twice as much as the spent amount.

The government of Russia has been assigned within three months to approve a program for social support to Russians who entered foreign institutions of higher learning on their own and arrangements for their finding a job under a Russian employer's direction.

The Cabinet of Ministers must also arrange the selection of foreign institutions of higher learning, the Russian students of which will enjoy measures of support, and approve a procedure for the return of resources by graduates who failed to find employment and payment of fines. The government is also to set criteria for a competitive selection of students and determination of their employer organizations.
