Government approves rules for granting subsidies to Russian Scientific Fund

MOSCOW, December 23. /ITAR-TASS/. The Russian government has approved the rules for granting federal budget subsidies in the form of asset contribution to the Russian Scientific Fund (RNF), the Cabinet’s official website reports.

The federal law stipulates that federal budget outlays, as well as other federal property, under the government’s decision, are transferred to the RNF as asset contribution.

The Federal Law “On the Federal Budget for 2013 and Planning Period of 2014 and 2015” provides for budget allocation of one billion rubles to the Russian Ministry of Education and Science for 2013. The Federal Law “On the Federal Budget for 2014 and Planning Period of 2015 and 2016” provides for the specified purposes allocations of 11.4 billion, 17.2 billion and 19.1 billion rubles, correspondingly. The contribution is made by granting the RNF a non-profit organization’s subsidy.

The signed resolution approves the Rules, which establish the order of provision from the federal budget of the annual subsidy for the formation of the RNF assets, including their monetary part.

According to the Rules, the subsidy is provided in accordance with the agreement concluded between the RNF and the Russian Ministry of Education and Science.

The Rules determine the basic provisions of the above agreement, the order of the transfer of funds, accounting, control over the targeted use of the subsidy, as well as other rights and obligations of the parties.

The Russian Scientific Fund was established for the financial and organizational support of basic research and exploratory research, training of scientific staff, development of research teams, occupying the leading position in a particular field of science.
