Dmitry Medvedev to chair session of govt panel on NCaucasus development

MOSCOW, August 19 (Itar-Tass) - Prime Minister Dmitry Medvedev on Monday will chair a session of a government commission to review the implementation of the State Programme "The Development of the North Caucasian Federal District (NCFD) for a period until 2025.

The government press service reported that the implementation of Presidential decrees and the setting up of a working group on developing the District's agri-industrial sector will be also discussed.

Alexander Khloponin, Vice-Premier and plenipotentiary presidential representative in the NCFD, Finance Minister Anton Siluanov, Regional Development Minister Igor Slyunyayev, Education and Science Minister Dmitry Livanov, Culture Minister Vladimir Medinsky, Sports Minister Vitaly Mutko, Energy Minister Alexander Novak, Health Minister Veronika Skvortsova, Transport Minister Maxim Sokolov, Labour and Social Development Minister Maxim Topilin, Agriculture Minister Nikolai Fyodorov, officials of relevant agencies, as well as the governors of teh NCFD's constituent regions will participate in the panel's session.

Within the framework of his visit to the NCFD, Medvedev will also attend the North Caucasian youth forum "Mashuk-2013" and meet with its participants.

The State programme "The Development of the NCFD" is being implemented withn the scope of several main tasks: to draw up a plan to implement the Programme in 2013 and in the plan period of 2014-'15, a detailed time-table for implementing the State proramme; to fulfil the Federal purpose-oriented programmes "The South of Rusisia (2008-2013", "The Socio-Economic Development of the Republic of Ingushetia within the 2010-2016 Period" and subprogrammes such as "Ensuring the Implementation of the State Programme of the Russian Federation "The Development of the NCFD" for a period until 2025, and other measures for a balanced territorial development".

A draft concept of a programme "The South of Russia (2014-2020" has been already worked out. The principal goal in it is to create new jobs, remove tension on the labour market, eliminate unevenness in the social development of the District, reduce interegional differentiation, ensure a rise in the wellbeing of the population, establish territorial production clusters to develop competitive agrarian-and-climatic, and tourist recreational potential of the NCFD, and develop the Caucasian Mineral Waters agglomeration region.

The North Caucasian youth forum "Mashuk-2013" is a social and educational project aimed at bringing to the fore and training District young people who take interest in politics, economics, science and innovations, public campaigns and mass actions, civil initiatives, arts and creative activitites.

The purpose of the forum is to promote tapping the potential of young people, to provide tools and opportunities for self-actualisation in the inrerests of socio-economic, socio-political and ethnocultural development of the RF constituent entities that are within the NCFD and of Russia as a whole.
