MOSCOW, August 1 (Itar-Tass) - The Russian government at its regular meeting on Thursday will discuss innovative economy development, amendments to tax and banking legislation, regulation of rallies and processions, as well as subsidies for agriculture development. This was reported by the Cabinet press service on Thursday.
One of the key issues on the agenda is the state program named ‘Economic Development and Innovation Economy.’ It will be complemented with the ‘Creation and Development of the Skolkovo Innovation Centre’ sub-program. The Ministry of Finance is in charge for the sub-program implementation. The Economic Development Ministry, Federal Customs Service and the NGO Foundation for Centre of New Technologies Research and Commercialization Development are participants of the program.
The ministers will also discuss the national accounts system development. It plays the role of a conceptual framework for economic statistics sections and ensures coordination of all definitions and classifications used in different statistics spheres. The system also works as a common accounting framework that ensures the consistency of quantitative values of data obtained from different sources, such as businesses surveys, household budgets, tax and other administrative sources. The introduction of this system in statistical practice goes on since 1991.
The Cabinet will also consider a draft federal law that will regulate the monitoring of the performance by banks of obligations under taxes and duties legislation by tax authorities. To this end it is proposed to carry out inspections of banks in their premises. The bill also cancels the obligation for corporate taxpayers, individual entrepreneurs, notaries working in private practice, lawyers who founded lawyer offices, managing partners - that concluded investment partnership contracts, responsible for tax accounting not to report to the tax authorities on the opening (closing, changing details) of the bank accounts, as well as cancels the obligation to report on the accrual or termination of the right of these persons to use corporate electronic means of payment for the electronic transfer of funds. It is planned to transfer the obligation to inform the tax authorities about the opening (closing, changing details) of personal accounts in the Federal Treasury bodies from taxpayers to these bodies themselves, as well as cancel the obligation of corporate taxpayers to declare to the tax authorities the reorganization or liquidation of the company.
In addition, the meeting will discuss the proposal to give the authority of developing and implementing measures to promote competition in the commodity markets, including the implementation of appropriate targeted programs in their spheres of activity to the Ministry of Health, Ministry of Culture, Ministry of Education, Ministry of Natural Resources, Industry and Trade Ministry, Ministry of Regional Development, Ministry of Communications, Ministry of Agriculture, Ministry of Transport, Ministry of Economic Development, Ministry of Energy, Federal Service for Alcohol Market Regulation (Rosalkogolregurovaniye), Federal Customs Service and the Federal Tariff Service.
The meeting agenda also includes the consideration of the bill allowing an individual, planning to do business based on patent, to file the patent application from the moment of his state registration as an individual entrepreneur.
Another issue on the agenda will be amendments associated with Russia’s accession to the World Trade Organization (WTO). They deal with the peculiarities of work in the Russian Federation of certain categories of employees of foreign business entities registered in the WTO member states who are sent to fill management positions in subsidiaries, representative offices and branches of these organizations located in the Russian territory. The bill also specifies that such personnel should have the contract (policy) of health insurance valid in the Russian Federation or the right to get primary health care and specialized medical care on the basis of the corresponding agreement concluded by the employer with a medical establishment.
The Cabinet will also consider amendments that give courts the right to impose a minimum penalty in considering cases of administrative offenses related to rallies. It is also proposed to allow the possibility of imposing on the organizer of a public event of civil liability for damage caused by the public event participants, only in case of his non-compliance with the order of organizing and holding public events. In addition, the bill excludes the mention of the minimum required number of citizens (100) participating in public events. The law is also supplemented by the indication to the obligation by Russian Federation subjects to meet the requirements to the places designated for the organization of public events. It is proposed to expand these requirements by including in them the demand to ensure the possibility of staging public events in each village (locality), city district and municipal district of an RF subject.
The government will also consider the issue of providing subsidies to regional budgets for co-financing of state-owned capital construction facilities of the RF subjects that are not included in the federal programs. Budgetary allocations for these purposes for 2013 are determined at 2 billion 80.4 million rubles, for 2014 - 1 billion 354.4 million rubles, and for 2015 - 3 billion 319.1 million.
Several issues on the agenda will be linked with the distribution of subsidies to regions for the development of agriculture. In particular, subsidies of more than 270 million rubles are envisaged for the grants for the establishment and development of farms and one-time household development assistance to beginning farmers. It is planned to allocate 204 million rubles in subsidies for grants for the development of family livestock farms. The size of subsidies to support economically important regional agricultural development programs of RF subjects for the development of beef cattle will be 1 billion 828 million rubles. The subsidies for reimbursement of part the interest rate on short-term loans for the development of crop growing, processing and marketing of crop growing products and animal breeding development, processing and sale of animal breeding products - a total of more than 23 billion rubles.
