Prosecutor General’s Office exposes Higher Attestation Commission issues 1,323 doctorate certificates illegally in 2012

The prosecutors found that the Russian Ministry of Education and Science committed blatant violations

MOSCOW, May 28 (Itar-Tass) - The Russian Prosecutor General’s Office exposed that the presidium of the Higher Attestation Commission issued 1,323 doctorate certificates illegally in 2012. This offence was found in an inquiry over the fulfilment of the legislation in the state certification of scientific staff, the Russian supervising agency said on Tuesday.

The prosecutors found that the Russian Ministry of Education and Science committed blatant violations in conferring scientific degrees and ranks and issuing the permits for the creation of thesis defence councils.
