Criminal case opened against former head of Resorts of North Caucasus Bilalov

MOSCOW, April 10 (Itar-Tass) - At the initiative of the Russian Prosecutor General’s Office the criminal case was opened against former chairman of the board of directors of the open joint stock company Resorts of the North Caucasus Akhmed Bilalov, spokesperson for the Russian Prosecutor General’s Office Marina Gridneva told Itar-Tass on Wednesday.

She recalled that the Russian Prosecutor General’s Office together with the Russian financial watchdog, the Interior Ministry and the Federal Security Service have conducted an inquiry in the spending of the financial resources, which were allocated to the joint stock society Resorts of the North Caucasus for the creation of a tourist cluster to develop tourism and resort industry.

“The criminal case was opened against Akhmed Bilalov upon the results of the inquiry under Article 201 Part 1 for abuse of office,” Gridneva said.

The open joint stock society Resorts of the North Caucasus was established in 2010. Its authorized capital (over 15 billion roubles) was formed by 96% thanks to the monetary funds transferred from the federal budget.

“Meanwhile, numerous violations of the legislation on the joint stock societies, the development of the special economic zones, and the regulating procedure for the use of property and financial resources were exposed in the inquiry,” Gridneva said.

In particular, “the cases of violation of the requirements of the legislation in striking the deals were exposed, and the cases of unacceptance of the measures for the preservation of the property, which the society acquired for fulfilling the charter goals, were found. The expenditures of the society for managerial activities exceeded 1.3 times the expenditures for its investment activities in 2012,” she said.

“In the inquiry the violations related with the activities of former chairman of the board of directors of the society Akhmed Bilalov and the cases of groundless expenses for the trips of the company’s top management in the far foreign countries with some elements of luxury were exposed,” Gridneva noted.

So, in her words, during the Summer Olympic Games in London the expenses of more than two million roubles for Bilalov’s accommodation in the hotel as well as the expenses for the transport services of over 800,000 roubles were paid. “Meanwhile, according to the reporting documents, his accommodation in Krasnodar, St. Petersburg and Yessentuki were paid for the same period of time,” the chairperson of the Prosecutor General’s Office said.

The Investigation Department of the Russian Interior Ministry opened a criminal case against Bilalov.
