MOSCOW, March 11 (Itar-Tass) – The Russian Investigation Committee (SK) has completed an investigation against the defendants in the criminal case over massive deaths of people in a devastating flood in Krymsk, spokesman for the Russian Investigation Committee Vladimir Markin told Itar-Tass on Monday.
“The investigation department in the Southern Federal District has completed the investigation in the criminal case against former head of the Krymsk district Vasily Krutko, Krymsk mayor Vladimir Ulanovsky, former head of the Nizhny Bakansk rural settlement in the Krymsk district Irina Ryabchenko, acting head of the department over the prevention of emergency situations and civil defence of the Krymsk municipal district Viktor Zhdanov. They are accused of bribery, negligence and attempted fraud in receiving compensations,” Markin said.
The detectives believe that Krutko, Ulanovsky, Ryabchenko and Zhdanov were aware of a possible emergency situation in the Krymsk district of the Krasnodar Territory. “But they failed to ensure the necessary warning procedure of people about the danger and their evacuation in safe districts. The defendants also did not take any measures, which were related with the prevention and minimizing of possible damages as a result of the emergency situation,” the SK spokesman said.
As many as 153 people died in a disastrous flood in the Krymsk district on July 7.
“Meanwhile, Krutko, Ulanovsky and Ryabchenko gave instructions to their subordinates to draft the official documents, which contain the unreliable information about allegedly timely actions in this situation. In particular, the documents fixed the very fact of a meeting of the committee over emergency situations and fire safety, the introduction of the emergency situation regime, the warning and salvation of people. The documents were backdated on July 6, 2012,” Markin said.
The detectives also accused Zhdanov of an attempt at fraud in the processing of one-time allowances to people, who were affected in the emergency situation. “The detectives believe that the defendant put his address in the list of the houses, which were damaged in the flood. His subordinates have made this list. Meanwhile, Zhdanov was well aware that his home was not only damaged, but was not even in the flooding zone,” Markin explained.
Despite the fact that he and four members of his family were put on the list of people, who were affected in the emergency situation, and claimed for 50,000 roubles. “The detectives suppressed these illegal actions timely,” Markin added.
The criminal case was submitted for the approval of an indictment and further passing to the court.
