Criminal case involves head of management university

Kozbanenko has been head of the university since July of 2011

MOSCOW, March 8 (Itar-Tass) – The Moscow branch of Russia’s Investigative Committee initiated a criminal case against third persons, among who is a head of the State Management University, suspected of bribe taking and mediation in bribery, the Investigative Committee reported on Friday.

Russia’s Interior Ministry reported on Thursday that the police had detained head of the Management University, Vikto Kozbanenko, on charges of taking a bribe of seven million roubles.

Kozbanenko used trusted persons to demand monetary bonuses from a commercial organisation for a state contract to service and clean the university’s territory, where the contract cost about 58 million roubles.

“The police organised several controlled meetings, and during an ‘experiment’ they recorded how the university’s head was receiving a required sum of money via his mediators,” the police said.

Kozbanenko has been head of the university since July of 2011.

In 2003-2004 he was a professor at the Moscow state institute of foreign relations. In 2004-2005 – aide to the presidential office on state service. In 2005-2008, Kozbanenko was a deputy head of the Department of labour relations and state civil service of the Ministry of Healthcare and Social Development. In July of 2008 he was appointed head of the Department of state service of the Ministry of Healthcare and Social Development. In February of 2011 he became acting head of the Management University.

Kozbanenko is a member of board of the Russian Union of Industrialists and Entrepreneurs, a member of the Expert Council at the presidential departments for Constitutional rights and a member of the Expert Council at the State Duma’s Committee on the Federative Establishment and local governments. He is a member of the Moscow and the Moscow Region’s Council of university heads.

He is the author of ove3r 120 scientific and methods works, and a holder of the government’s prize in education in 2011.
