President Putin says state should interfere with families in emergencies only

He said termination of parental rights - is a measure of last resort, it is often a dead end

MOSCOW, February 9 (Itar-Tass) - Russia’s President Vladimir Putin says the state should interfere with families only in case of emergency.

“Every case is special, and the conditions are to be considered; actions should be not only firmly, but most delicately, avoiding cold formalities and with applying maximum efforts for keeping and supporting full families,” he told the congress of parents on Saturday. He said termination of parental rights - "is a measure of last resort, it is often a dead end."
