Proposals to speed up children’s adoption procedure should be realistic and accomplishable – Medvedev

PM urged to focus on the problem of the medical aid to underage orphans and children, who were left without parental care

GORKI, January 14 (Itar-Tass) — The proposals to speed up the children’s adoption procedure should be realistic and accomplishable, Russian Prime Minister Dmitry Medvedev set this task to his deputies at a traditional meeting on Monday.

“When we will be making the proposals to speed up the procedure to adopt children, hand them over in a foster family, it is needed to do so that the procedure would be accomplishable, so it is needed to focus on its realistic nature as far as the taxes and allowances are concerned,” the premier said. He noted that the proposals should be drafted with due account of an encouraging stimulus, but they should take into account the current Russian economic situation.

Meanwhile, Medvedev urged to focus on the problem of the medical aid to underage orphans and children, who were left without parental care. “In the medicine it is also needed to pay attention to this factor, because it is very resounding. It is needed to ponder over how to give the medical aid, including the highly technological aid, to these children,” the Russian prime minister said.

For her part, Deputy Prime Minister Olga Golodets said the children, who are the inmates of the orphanages, are undergoing the just launched repeated medical examination. “We began to make repeated medical examinations of the children, who are the inmates in the orphanages and children’s homes,” the deputy prime minister said. “The children’s adoption institutions are setting a clear-cut task that today the diagnoses should be revised, specified and a more correct type of treatment is needed in terms of personal needs of development and education of each child,” he noted.

She dwelt on the situation with orphans and foster families. “Our country has 18,000 families, who stated about their intentions to adopt a child, and they are passing different stages of children’s adoption process,” the deputy prime minister remarked. Meanwhile, the personal data about over 128,000 children, who need to be adopted in the foster families, was included in the databank about the underage orphans.

A total of 654,000 orphans live in Russia, but the overwhelming majority of them live in the conditions of different types of upbringing in the families. Meanwhile, 105,000 (from 128,000) underage orphans are the inmates of the orphanages, other children study at the vocational educational establishments, Golodets cited the statistical reports.
