GORNO-ALTAISK, January 5 (Itar-Tass) —— More than 1,500 people are mobilized to deal with the emergency caused by the heat supply station breakdown in the settlement of Khovu-Aksy in Tuva, the press service of the Emergencies Ministry's department in the republic said on Saturday.
About 3,000 people were evacuated from the settlement.
Mobile control posts of the Emergencies Ministry's Siberian regional centre are stationed at the site. Operational groups are working there.
According to reports as of 10:00 Moscow time, work is underway in Khovu-Aksy to repair the cold water supply pipeline and restore the heat supply in apartment buildings.
Fifteen stations have been opened in the republic for the evacuated people. More than 400 people stay at the facilities, and the rest are in homes of their relatives and friends. Children from the settlement spend their holidays in sanatoriums in Khakassia and the Krasnodar Territory. A policlinic is opened in the Chedi-Kholsky central district hospital in Khovu-Aksy to provide medical care for residents. There are three points to give necessities, including metal stoves and firewood, to the population.
A criminal case is opened against the Chedi-Kholsky district administration head and his deputy. They are accused of improper performance of their duties that caused damage and violated rights and interests of citizens.
According to the investigators, the breakdown that occurred on December 20 in 30-degree frosts was caused by technical defects of steam boilers. Reserve equipment was started, but unsuccessfully because of technical unreadiness. Frosts damaged the heat system. As a result of the station breakdown, heat systems are damaged in 45 buildings, and heat supply was halted to 103 buildings, where more than 3,000 people, including about 1,500 children, live.
