GORNO-ALTAISK, January 4 (Itar-Tass) — The Investigative Committee opened a criminal case over thermal power plant breakdown in the village of Khovi-Aksy, Tuva republic, from which 3,000 people had to be evacuated in minus 30-degree frosts.
Criminal proceedings were initiated against the head of the Chedi-Kholsky district and his deputy. They are suspected of improper performance of their duties resulting in large damage or significant violation of citizens' legitimate interests and rights /Article 293, Part 1 of Russia's Criminal Code/.
An official from the regional department of the Investigative Committee said the breakdown had occurred because of technical failure of boilers. The backup boiler could not be fired as it had not been prepared, which resulted in heat supply system freeze-up in 45 homes and the shutdown of heat supply to another 103 houses accommodating 3,000 people. Half of them are children. The evacuated person are staying at their relatives and friends'.
