MOSCOW, December 19 (Itar-Tass) —— Russia’s State Duma has voted for an amendment banning the adoptions of Russian children by US citizens as a counter-measure to the Magnitsky Act by a 388 majority vote, with 15 nays and eleven abstentions.
The amendment to a bill contemplated in response to the Magnitsky Act was proposed by Yekaterina Lakhova, of United Russia, and Yelena Afanasieva, of the LDPR.
They proposed a special clause banning the adoption of children having Russian citizenship by US citizens and also the operation in Russia of agencies and organizations selecting Russian children who may be proposed for adoption.
Russia may also terminate the operation of the agreement with the United States on cooperation in the sphere of adoption, signed in Washington July 13, 2011.
