MOSCOW, December 12 (Itar-Tass) — Vladimir Putin will deliver an annual presidential state-of-the-nation Address to the Federal Assembly (parliament) on Wednesday. The Head of State will present his vision of ways for the country's development and mechanisms to attain the goals set both in the social welfare sector, demography, economics, domestic policy as a whole, and international issues.
The present Address will be the first one for Putin after a four-year interval, during which he worked as Prime Minister. Although, over the period, he as Head of the Cabinet reported the government activities to the State Duma every year. that format differs from the presidential Address. Overall, the present Address will be for Putin a ninth one, taking into consideration his two presidential terms from 2000 to 2008.
This year, the date of the delivery of the presidential Address coincides with a holiday -- RF Constitution Day. It is evident that matters connected with the country's Fundamental Law and its development may find reflection in the text of the document. Besides, after the ceremony, the President will meet with the Justices of the Constitutional Court of the RF.
Numerology enthusiasts point out yet another coincidence in the choice of time: Putin, who has been in the top echelons of power for 12 years now, will make public the Address on 12.12. '12 at 12:00, Moscow time. This fact, however, is unlikely to have any effect on the essence of the event.
By its form, the Address presentation ceremony this year will be like last year's. At noon, the Head of State will arrive at St George Hall of the Grand Kremlin Palace to address those invited. He will read out the text of the document, which consists as a rule of 25-30 pages. This will take slightly more than one hour.
