The Kremlin says the appointment is president Putin’s personal decision

MOSCOW, July 28 /TASS/. The appointment of ex-military and security personnel as Governors of Russia’s Yaroslavl and Kaliningrad regions is President Putin’s personal decision, Kremlin Press Secretary, Dmitry Peskov said on Thursday.

Prior to their appointments, both candidates had passed tests at their previous positions, Peskov said.

"They underwent assessments in those sections (at their former departments) that are linked to economic activities and economy. Therefore, they had a chance to garner sufficient management experience," the Kremlin spokesman said.

"It is the head of state’s personal decision. He demonstrated that he trusts them and believes that they are the right people who have the potential to continue these regions’ development," Peskov said.
