MOSCOW, April 16. /TASS/. Over the seven years since the end of the counter-terrorist operation in Chechnya life in the republic has changed for the better in all respects, its acting head, Ramzan Kadyrov, said in a message of congratulations to the Chechen people on the occasion of Peace Day.

"The years that have passed since the end of the counter-terrorist operation have seen many bright victories and accomplishments. Those were years of dynamic development in all fields - from the industry and business to education and health care," Kadyrov said. "But I see our main achievement in the growing living standards of the people, who have been granted wide opportunities for exercising their rights, achieving the materialization of their ideas and aspirations and displaying their potential."

Kadyrov recalled the role the first president of the Chechen Republic, Akhmat-Khadzhi Kadyrov played in restoring peace and stability to the region.

"It is hard to overestimate the importance of this day and the merits of those who did not spare their lives in their efforts to bring it nearer. Chechnya’s First President, Hero of Russia Akhmat-Khadji Kadyrov and thousands of his committed associates gave their lives for the peace, stability and well-being of the Chechen republic and its people. Their immortal feat has made our region one of the most quickly developing and calm regions of Russia."

The first campaign in Chechnya lasted from 1994 to 1996 and in 1999 through 2009 a counter-terrorist operation regimen was in effect. On orders from the Russian president the counter-terrorist operation regimen was canceled on April 16, 2009. The head of the Chechen republic declared the date as Peace Day and a public holiday.
