Russia's foreign ministry working out new view on foreign policy - Lavrov

"We are drafting a new interpretation of Russia's foreign policy at the instruction of the president," Lavrov said

MOSCOW, April 9. /TASS/. Russia's Foreign Ministry is working out a new concept of Russia's foreign policy at the president's instruction, Foreign Minister Sergey Lavrov said at a meeting of the Council on Foreign and Defense Policies on Saturday.

"Perhaps, we are looking equally at those processes that indicate that a time of uncertainty in the international affairs is going on," Lavrov said. "I am sure that it is impossible to give on-the-spot answers (to answer in one fell swoop) to all the questions or to invent a certain magical formula which will allow to solve any problems. It is particularly true amid the current international situation. It remains mosaic and controversial."

Along with this, Lavrov said a new tendency could be observed in how the international situation was changing.

"We are trying to reflect this tendency in the fundamental doctrinal documents, namely Russia’s national security strategy and the concept of its foreign policy," he went on to say. "We are drafting a new concept of Russia's foreign policy at the instruction of the president," Lavrov said.

New multipolar world hard to be created

It would be hard to create a new multipolar world as the philosophy of equal partnership faces resistance from the West, Russia's Foreign Minister said.

"Perhaps, we are looking equally at those processes that indicate that a time of uncertainty in the international affairs is going on," Lavrov said. "The international situation remains mosaic and controversial. Along with this, a common tendency could be observed. We are trying to reflect this tendency in our fundamental doctrinal documents, namely Russia’s national security strategy and the concept of its foreign policy," he went on to say. "At the instruction of the president we are working on a new vision of the concept of Russia's foreign policy," Lavrov said.

A lengthy period of transition to polycentric architecture is meant here, according to the foreign minister. "We do not take it off the daily agenda, but on the contrary we can see numerous proofs to this tendency," he said. "A transition to polycentric architecture should be ideally based on interaction of leading centers of power so as to find joint solutions to global problems."

"This vision is shared by lots of nations, although like at all the previous stages of history, there is no automatism in international affairs," Lavrov said. "There are no guarantees that a positive vector will prevail."

"Had the idea of creation of a new multipolar world received a universal support, its implementation would have been extremely difficult and would have represented a task of unprecedented difficulty, which implied a principally new line of responsibility, wisdom and political will," he said. "But in the conditions when the philosophy of equal partnership in the interests of ensuring effective global management faces resistance from our Western partners, the obstacles will probably multiply.".
