UNITED NATIONS, January 8. /TASS/. Russia views all the talking in Kiev about a possible deployment of peacekeepers in the Donbass area as an effort to divert attention from the failure to comply with provisions of the Minsk accords, Russia's ambassador to the UN, Vitaly Churkin said on Friday in a comment on the Ukrainian diplomats' plans to organize a trip to eastern Ukraine for members of the UN Security Council.

The Special Monitoring Mission of the Organization for Security and Cooperation in Europe that is observing the situation in the zone of the conflict in Donbass has all the necessary instruments for international steering of practical steps in line with the Minsk accords, he said.
