Russia's Interstate Aviation Committee responsibilities redistributed among ministries

The commitee was deprived of the function to certify aircraft and aerodromes

MOSCOW, December 2. /TASS/. The Russian government has redistributed responsibilities of the Interstate Aviation Committee (IAC) among the Transport Ministry, Ministry of Industry and Trade and Rosaviatsiya aviation agency, the statement published on the official governmental website said on Wednesday.

"Functions and authority on certifying standard design of aircraft, engines, propellers and airfields that were assigned to the Interstate Aviation Committee have been redistributed among the Transport Ministry, Ministry of Industry and Trade and Rosaviatsiya," the explanatory note to the document said.

"The Transport Ministry, Ministry of Industry and Trade and Rosaviatsiya can perform the functions on certification of standard design of aircraft, engines, propellers and airfields in full volume," the note added.

Russian Prime Minister Dmitry Medvedev told a government session earlier that "several functions and responsibilities that were in fact voluntarily assigned to the Interstate Aviation Committee 25 years ago are planned to be redistributed among federal executive authorities."

"Time showed that these responsibilities should be precisely with the executive authorities. In order to improve the system of state management of civil aviation, it is proposed to assign the functions of certifying standard design of aircraft, engines, propellers and airfields to Transport Ministry, Ministry of Industry and Trade and Rosaviatsiya," Medvedev stressed.

IAC was tasked with conducting auditing investigations of aircraft accidents and certifying aircraft and aerodromes by the decree from 23 April 1994 "On improving the system of certification and investigation procedure of aviation accidents in civil aviation of the Russian Federation.".
