Draft law on Russian Internet segment not implying creating closed network, says regulator

The bill presupposes the segment's autonomous operation in case it is disconnected from the global net

MOSCOW, December 14. /TASS/. The draft law on autonomous operation of the Russian Internet segment will protect it from external threats and does not imply creation of a closed Internet model in Russia, deputy head of the Russian regulator Roskomnadzor Alexander Pankov told TASS on Friday.

"The network is intertwined; this is not a trivial task to cut us from the whole world," Pankov said. "As far as I understand, the point is that our communication network and the Russian internet should remain operable in case of certain purposeful impacts of negative nature on networks. I think this is the goal of the bill," the official said.

The bill does not anticipate development of a closed Internet model, Pankov said. "The draft law does not speak about this," he noted. Such preventive measures constitute the global trend, Pankov added.

The draft law on support of independent operation of the Russian segment of the Internet in case of disconnection from the global web infrastructure was presented to the State Duma earlier on Friday. The bill addresses development of the infrastructure that will make possible to ensure operability of Russian Internet resources in case communication operators are unable to connect to foreign root servers in the Internet.
