MOSCOW, August 28 (Itar-Tass) - Russia does not confirm that the U.N. Security Council may discuss and vote for any resolution on Syria, a diplomatic source told Itar-Tass.

“In order to debate such draft it should be submitted to the U.N. Security Council and pass through several procedures. Such procedures cannot be violated,” the Russian diplomat said.

Earlier in the day, British Prime Minister David Cameron said London had prepared a draft resolution, which condemned the use of chemical weapons in Syria and which placed responsibility on President Bashar al-Assad.
