MOSCOW, October 29 (Itar-Tass) — The U.N. Security Council incapability to condemn terrorist acts in Syria encourages those who organise such crimes, the Russian Foreign Ministry reported on Monday.

Commenting on the fact that the United Kingdom blocked the U.N. Security Council’s statement saying it condemned the October 26 explosion in Damascus, the ministry said, “We are concerned that certain Western partners pursue an open policy of double standards by blocking the U.N. Security Council decision to condemn terrorist acts. Division of terrorists into ‘bad’ and ‘good’ undermines international efforts to combat terrorism.”

Moscow believes that U.N. Security Council’s incapability “to condemn such actions only encourages organisers of such crimes”, the ministry said.

“The terrorist act in Damascus on October 26 swept off lives. Due to this fact the Russian delegation prepared a draft resolution to condemn this attack. Under the pretext of insufficient information, Britain vetoed the Russian draft resolution by saying it is irrelevant to adopt a statement on an isolated issue,” the ministry said.
