MOSCOW, March 12. /TASS/. A statement by retired US general Robert Scales who called in a live broadcast with Fox News Television for US participation in armed operations in Ukraine and killing Russians breach both Russian legislation and international norms, Russia’s Investigative Committee said on Thursday.

"These pronouncements breach the norms of not only the Russian legislation but also the provisions of Article 20 of the International Pact on Civil and Political Rights of 1966 that prohibits any war propaganda and any instigation for discrimination, hatred or violence," Investigative Committee spokesman Vladimir Markin said.
