MINSK, February 12. /TASS/. The new constitution will come into force in Ukraine by the end of 2015, says the package of measures on the implementation of the agreements adopted after Ukraine peace talks in Minsk. It will include a clause on decentralization and adoption of a law on a special status of separate parts of the Donetsk and Luhansk regions.
The new constitution of Ukraine will "take into account the specifics of some areas of the Donetsk and Luhansk regions negotiated with the representatives of these areas." A law on a special status of separate areas of the Donetsk and Luhansk regions will be adopted in accordance with the package of measures by the end of 2015.
The addendum to the document lists the right to language self-determination and the right of municipal authorities to make agreements with the central authorities on economic, social and cultural development of some areas of the Donetsk and Luhansk regions.
The package of measures says that "the government will provide support for the social and economic development of some areas of the Donetsk and Luhansk regions and facilitate trans-border cooperation between areas of Donetsk and Luhansk regions and Russia."
