LUHANSK, January 21. /TASS/. Leader of the self-proclaimed Luhansk People’s Republic Igor Plotnitsky will sign a law on mobilization in the breakaway republic in the near future.
“Today or tomorrow a law on mobilization in the Luhansk People’s Republic will be submitted to me. You should not get frightened of this,” the Luhansk Information Center quoted the leader of the self-proclaimed republic as saying.
The law will be enacted, because “laws should be effective in a country,” Plotnitsky said. “The best law on mobilization is conscience of each person,” he said at a meeting with members of the Luhansk republican Federation of Trade Unions.
The People’s Council, parliament of the self-proclaimed Luhansk People’s Republic, has endorsed unanimously the law on mobilization preparations and mobilization in the unrecognized republic on January 17. The law regulates legal relations in mobilization, outlines rights, duties and responsibility of state authorities, local self-government bodies, enterprises and organizations regardless their type of property, defines powers of republican leader in this sphere as well as the procedure to call up people for military service and their mobilization.
The leader of the self-proclaimed republic also noted that overnight Ukrainian military forces retreated from two roadblocks on Luhansk-Bakhmutovka highway, abandoning military hardware there. “We have already sent journalists there so that people will see all that,” he added.
