MOSCOW, January 19. /TASS/. Any truce in south-eastern Ukraine exacerbates internal problems in Kiev and increases the population’s discontent with the situation in the country and complaints against the authorities, Russian Federation Council (upper house) Foreign Affairs Committee chairman Konstantin Kosachev said on Monday.
To this end, the Ukrainian authorities are in no hurry to improve the dialogue with Donbas, he said.
The resumption of large-scale hostilities in south-eastern Ukraine “is made exclusively on Kiev’s initiative and fully reflects the will and the intentions of the Ukrainian leadership”, Kosachev said.
The lull in the fighting evokes the revival of activities of constructive forces in Europe that are seeking to overcome the conflict with Russia, he said.

Kosachev advised the Ukrainian leaders not to organize peace marches with calls for a war to the bitter end but to issue an order for ceasing fire and pulling heavy weaponry out of the line of confrontation as Russia proposes, he said.
Otherwise, a slogan “I’m Volnovakha” from the Kiev politicians’ lips will sound as “I’m Charlie” from the lips of the Islamic State militants, Kosachev said. Ukraine can hardly give an impetus to terminating the war. Kiev is not interested in settling the situation, Kosachev said.
“One serious signal is enough: all deaths in Donbas may end very rapidly. The negotiating process will start and ways for settling the situation will be found. Peacekeepers’ laurels will belong to Brussels and/or Washington - those who give such signal,” he said.
