Skype conference of Contact Group on Ukraine likely to be held on December 19

DONETSK, December 18. /TASS/. A Skype conference of the Contact Group on Ukraine has been preliminarily appointed for December 19, Denis Pushilin, a deputy speaker of the People’s Council (parliament) of the self-proclaimed Donetsk People’s Republic (DPR) and DPR’s official representative at Contact Group talks, said on Thursday.

“Most likely, a Skype conference with all members of the Contact Group will be held tomorrow. A preliminary agreement has been reached with all of them,” Pushilin said, adding that the next round of Contact Group talks might be appointed at this conference.

On Wednesday, December 17, Ukrainian President Petro Poroshenko said a Skype conference of Contact Group members on the settlement of the situation in Ukraine might be organized within days. A next Contact Group meeting in Minsk would be appointed after such conference. He said that a preliminary date for Minsk consultation was December 21.

Representatives of the self-proclaimed Donetsk and Luhansk People’s Republics (DPR and LPR, respectively) have confirmed their readiness to take part in the conference.

Minsk agreements

The parties to the Ukrainian conflict agreed on a ceasefire at OSCE (Organization for Security and Cooperation in Europe)-mediated talks on September 5 in Belarusian capital Minsk. On September 19 in Minsk, the Trilateral Contact Group on Ukraine comprising representatives of Ukraine, Russia and the OSCE adopted a memorandum outlining the parameters for the implementation of commitments on the ceasefire in Ukraine laid down in the Minsk Protocol of September 5.

The document contains nine points, including in particular a ban on the use of all armaments and withdrawal of weapons with the calibres of over 100 millimetres to a distance of 15 kilometres from the contact line from each side. The OSCE was tasked with controlling the implementation of memorandum provisions. It was signed by OSCE envoy Heidi Tagliavini, Ukraine’s former president Leonid Kuchma, Russia’s Ambassador to Kiev Mikhail Zurabov, DPR Prime Minister Alexander Zakharchenko and the head of Luhansk People’s Republic (LPR), Igor Plotnitsky.
