All planned state defense order targets for 2014 almost fully met — Putin

According to Vladimir Putin, Russia has identified the types of armaments for the army in the next decade

SOCHI, November, 27. /TASS/. All planned state defense order targets for 2014 are almost fully met, Russian President Vladimir Putin said on Thursday.

“Practically all the planned targets (of the 2014 state defense order) have been met,” he said at a meeting on the development of the national defense forces.

According to Vladimir Putin, Russia has identified the types of armaments for the army in the next decade.

“We have identified the types of armaments for military and special hardware, which will be supplied to the army and the navy in the next decade,” he said.

The Russian defense and industrial sector should ensure a high quality of new developments in import substitution, the Russian president went on to say.

“The task is not simply to substitute imported products, although this is also important, but the main thing is that we should ensure a high quality of new developments,” Putin told a meeting on the development of defensive forces.

According to Putin, “the products should be better by their quality and price than those of foreign producers while domestic enterprises should get new competences and technologies, including double-use technologies."

“Much of what we used to receive through imports has become functionally obsolete long ago. We have an objective possibility to make an advanced step,” Putin said.

The Russian government has allocated 3 trillion rubles ($64 billion) for the advanced upgrade of enterprises in the defense and industrial sector, Putin said.

“All this money must be spent as effectively as possible. It is necessary to cut costs, optimize the production process, ensure clear coordination of associated industries by deadlines and supply volumes so that the defense and industrial sector does not pile up unfinished facilities that are not supplied to troops and only require additional maintenance and servicing,” the Russian president said.

It is also necessary to ensure that “defense and industrial enterprises are not confronted with macroeconomic problems, including with information processes,” he said.

“This will not happen, if everything is done on time,” the Russian president said.

Russia should meet fully deadlines and amounts of weapons supplies to the army by 2020, President Vladimir Putin said.

“These plans should be certainly fulfilled without any excuse based on circumstances. Deadlines and amounts of supplies should be met completely. We have everything we need for this,” he said at a meeting on development of armed forces.

The president recalled that the share of modern military hardware in troops should reach no less than 70% by 2020.
