MOSCOW, March 28. /TASS/. Foreign buyers will be able to receive VAT refund for alcoholic drinks purchased in Russia within the framework of the tax free system pilot launch. VAT refund will not apply to other excised goods, department head of the Russian Finance Ministry Alexei Sazanov told reporters on Tuesday.

"[Tax free provisions] will apply to all goods, except the excised ones. Nevertheless, it will cover alcoholic drinks, although these are also excised goods," Sazanov said.

The government will have a right to specify goods not covered by the tax refund, he added.
